HSE Manager

1. Purpose of the Role
The Health and Safety Manager owns the Health, Safety, Security and Environment (HSSE) programme for the pavilion across all project phases: design, build-up, live operations, and tear-down. The role is accountable for the pavilion's compliance with Expo 2027 Organiser regulations and Serbian law, and for building a strong safety culture across the pavilion team, contractors, and subcontractors.
2. Key Responsibilities
Compliance & Regulatory Framework

• Ensures the pavilion's design, construction, and operation comply with Expo 2027 Organiser regulations, including site access rules, construction site rules, and safety submissions required for participant approval.
• Ensures full compliance with Serbian occupational health and safety legislation and its implementing regulations, including requirements specific to temporary and mobile construction sites.
• Ensures compliance with fire protection and environmental protection legislation, and any additional municipal or Expo-site-specific permits and inspections.
• Acts as the pavilion's designated safety point of contact, liaising with the Organiser's HSSE/site management team, the Serbian labour inspectorate, and other relevant authorities.
• Keeps project leadership informed of regulatory changes affecting the pavilion and updates internal policies accordingly.

Programme Development & Risk Management

• Develops and maintains the pavilion's Health & Safety Plan across build-up, operations, and tear-down phases.
• Conducts and documents risk assessments for all pavilion work activities, including construction, working at height, electrical works, rigging, and public-facing operations.
• Defines method statements and safe systems of work in coordination with the construction manager, contractors, and designers.
• Establishes and maintains an emergency response plan (fire, medical, evacuation, crowd management) aligned with the Expo site's overall procedures.

Site Implementation & Monitoring

• Conducts regular site inspections and safety audits during build-up, live operations, and tear-down; tracks and closes out non-conformances.
• Monitors contractor and subcontractor compliance with the H&S Plan and permits-to-work; suspends unsafe work where necessary.
• Oversees Personal Protective Equipment (PPE) provision and use, welfare facilities, and site logistics from a safety perspective.
• Manages incident and near-miss reporting, investigation, and corrective action, including statutory reporting obligations.
• Maintains accurate HSSE records, certificates, permits, and inspection reports for audit and reporting purposes.

Training & Culture

• Delivers or arranges H&S induction training for all pavilion staff, contractors, and volunteers prior to site access.
• Promotes a proactive safety culture across the pavilion team, encouraging hazard reporting and continuous improvement.
• Coordinates with HR and Admin on medical fitness, insurance, and welfare requirements for mobilised staff.

3. Qualifications & Experience

• Degree or equivalent professional qualification in Occupational Health & Safety, Engineering, or a related field.
• Recognised H&S certification (e.g. NEBOSH International General Certificate/Diploma, IOSH, or equivalent).
• Minimum 8–10 years of H&S management experience, including major events, exhibitions, or construction/fit-out projects; prior world expo, mega-event, or large temporary-structure experience strongly preferred.
• Working knowledge of Serbian occupational safety and health legislation or demonstrated ability to work with local legal/HSE advisors to ensure compliance.
• Experience managing multi-contractor sites in a fast-paced, multicultural project environment.

4. Skills & Attributes

• Strong knowledge of international H&S standards (e.g. ISO 45001) alongside local regulatory frameworks.
• Excellent communication skills, able to engage with contractors, Organiser officials, and government inspectors alike.
• Sound judgement under pressure, with the authority and confidence to halt unsafe work.
• Fluent English required; working knowledge of Serbian is an advantage.
• Meticulous record-keeping and reporting discipline.

5. Section 15 Compliance Responsibilities
Owns the pavilion's compliance with Section 15 of the EXPO 2027 Design and Build Guide, with the following specific duties:
Preventive Measures Plan & Risk Assessment

• Owns the preparation and ongoing maintenance of the pavilion's Health and Safety Preventive Measures Plan across design and construction phases.
• Ensures a documented risk assessment is completed for every activity and work area.
• Ensures all contractors confirm in writing that their workforce has been briefed on the Preventive Measures Plan and any updates to it.

High-Risk Work Activities

• Ensures pre-work safety documentation ; a description of the work process, supporting diagrams, and the specific safety measures to be applied ; is prepared and submitted before any high-risk activity begins on the pavilion site, including: excavation and unstable-terrain work, work at height, work with chemical or biological agents, ionizing radiation, work near high-voltage lines, work near or above water, confined spaces, diving, pressurised environments, handling of explosives, assembly of heavy prefabricated components, and use of electrically or energy-powered equipment.

Multi-Employer Coordination

• Puts in place a formal written cooperation agreement between contractors sharing the site, naming a person responsible for coordinating joint H&S measures across all parties.
• Maintains ongoing mutual notification between contractors on identified risks and protective measures.

Personnel, Training & Insurance

• Verifies that individuals or entities performing specialised OHS tasks hold the required professional certification.
• Ensures mandatory H&S training is delivered to all workers before they start work, tailored to their role and risks, with refreshers as required.
• Confirms that all contractors provide mandatory insurance coverage for workplace injuries and occupational diseases.

Site Entry & Ongoing Coordination with the Organiser

• Ensures pavilion works are planned and executed based on approved project documentation and Organiser-issued construction permits and approvals.
• Maintains proactive communication with the Organiser's site management team and neighbouring contractors, submitting upcoming-phase plans for coordination and approval in a timely manner.

6. Working Conditions
This role requires presence on the Expo 2027 Belgrade site (Surčin) throughout build-up, live operational, and tear-down phases, including some evening, weekend, and holiday work during peak periods (15 May – 15 August 2027). Travel between the pavilion's project offices and the Expo site should be expected.
